    Technical Observer Badge Wing. In World War II a Pilot or Balloon Pilot who was certified by their Commanding Officer as qualified by experience and ability to perform technical observation duty could be awarded these wings. The rating was established on March 23, 1940 and the wing was established on November 10, 1941 and because it was a higher rating than a Pilot not many must have been awarded. A large amount of these were recently found when a company went out of business. They were die struck in the alte 1940� early 1950�s by Williams & Anderson Co as shown by their hallmark on the back. They are brass with a silver plate and the pin only opens to 90 degrees. They have Williams & Anderson hallmark and GI which means General Issue. 3 1/8 inches wide.
